OpenAI announces it will not use NDAs with public officials on data center projects

After midterm elections in which voters opposed data center expansion, OpenAI announced new commitments for communities where it is developing these projects. The company says it will not use non-disclosure agreements (NDAs) with public officials, allowing only narrow protections for legitimate security information, trade secrets and proprietary or competitively sensitive information.
OpenAI also says it will pay the full cost of the electricity it uses and the infrastructure needed to serve it. The company plans to publish the jobs it expects to create and report on local hiring. According to OpenAI, every future “compute campus” it owns and operates will have a local agreement containing these commitments and reflecting community priorities.
